Shiite scholars’ positions toward states in Safavi and Qajar’s age

Abstract
When studying Shiite scholars’ positions toward states, we find two determinative agents; the fundamental belief in unlawfulness of every government other than that of innocent and interaction or confrontation with regard to limitations and capacities. Shiite minority, fear from tyrants, effort for Divine limitations, strengthening Shiite government, threats from abroad, colonialism and opposing perversions in the fields of religion and morality have led to Shiite closeness to governments. On the other hand, cruel deeds of governors, intervention from abroad and the sack of nation’s properties have caused  different degrees of discord between scholars and governments; the fact that its climax can be seen in the movement of tobacco.
