Expediency and its position in an Islamic government

Abstract
Expediency is of a vital part in legislation and divine laws are in full agreement with their cases. There can be found many cases in which wisdom by itself cannot recognize any expediency and evil and therefore needs to supporting of the divine law. Governmental laws are surely considered with regard to their expediencies and evils and are not fixed for ever.
Expediency of Islamic government is in direct relation with its stability and duration in both the levels of thought and action. Preservation of the government can be regarded in two areas: preserving it against enemy and preserving it against any chaos and anarchy by establishing orders and regulations. Muslim jurisprudents have rationally and lawfully known the preservation of Islamic government in both areas obligatory. The reason why is that the preservation of Islamic government is an introduction and ground for preserving divine law. In this paper the meaning and cases of expediency in divine law have been shown firstly and then, the part played by expediency in governmental laws have been justified.
