Explaining action by appealing to cognitive and motivational elements of the agent such as cognition, desire, intention, etc. is one of the most important topics in the field of philosophy of action. The main question in this article is to examine the characteristics that turn human behavior into action. Defining the action and determining its basic elements are interdependent. This means that identifying the essential elements of action are the criteria that transform behavior into action. In the tradition of Western thought, belief, desire, and will are the determining elements for explaining action, while in the tradition of Islamic thought, more emphasis is placed on the concept of power, authority, and will. The analysis of the mentioned concepts from the perspective of Islamic philosophers and theologians was put on the agenda with emphasis on the view of Allameh Tabatabai, and the result was the reference of the mentioned components to the component of science.
